The written program and chemical inventory
Every workplace where workers are exposed to hazardous chemicals needs a written hazard communication program and a list of the hazardous chemicals present. Employers that only use chemicals do not classify them: suppliers do, and send labels and safety data sheets (SDSs).
OSHA's guide sets out six steps: learn the standard and name responsible staff, write the program, label containers, maintain SDSs, train employees, and periodically review the program.
Labels and safety data sheets
Labels on shipped containers must show a product identifier, a signal word ("Danger" or "Warning"), hazard statements, pictograms, precautionary statements and the responsible party's contact details. Portable containers filled for the immediate use of the person doing the transfer need no label.
SDSs follow a 16-section format. Employers must keep one for each hazardous chemical and make it readily accessible during work shifts; electronic access is allowed with an adequate backup in case of power outage or equipment failure.

What if a supplier never sent an SDS?
Request one from the supplier as soon as possible and document the request. If you cannot show a good faith effort to obtain it, you can be cited for not having the SDS.
When must workers be trained on hazardous chemicals?
At their initial assignment and whenever a new chemical hazard is introduced in their work area. Training can cover hazard categories, such as flammability, or specific chemicals.
Do I need to keep records of hazard communication training?
The standard does not require training records, but many employers keep them to check that everyone has been trained.
Are office workers covered by the Hazard Communication Standard?
Workers such as office staff who meet hazardous chemicals only in non-routine, isolated instances are not covered.
