The $2,500 per Schedule B rule
EEI must be filed when the value of goods is over $2,500 per Schedule B number or HTSUSA commodity classification code. The threshold applies per code, not per shipment: in a mixed shipment, only the codes valued over $2,500 must be filed. Domestic and foreign origin items under the same code are reported separately.
Filings required regardless of value
Some shipments must be filed whatever their value: shipments requiring a BIS license or reporting under the EAR, shipments requiring a State Department license under the ITAR, items subject to the ITAR but exempt from licensing (unless the ITAR says otherwise), and exports needing a DEA permit or declaration.
Filing deadlines by mode of transport
For shipments not on the US Munitions List, EEI is due 24 hours before vessel loading, 2 hours before scheduled air departure, and 1 hour before a truck arrives at the US border. USML shipments have their own, mostly longer timeframes, such as 8 hours before truck or air departure.

Is a voluntary self-disclosure useful for a filing error?
A voluntary self-disclosure (VSD) is a mitigating factor for civil penalties, provided the error is identified and disclosed before the Census Bureau or another federal agency finds it.
Do temporary exports need EEI?
Yes, when the goods are over $2,500 per Schedule B number or fall under a mandatory filing requirement. They use specific export information codes from Appendix E of the AESTIR.
