Social care provider organisations should agree plans for managing cold weather and distribute them to managers and frontline staff before 1 November each year. Business continuity plans should cover energy supply and transport problems and staff shortages, with contact details for reporting concerns to the local authority.
Care homes are asked to draught-proof windows and doors and keep heating systems maintained. Staff should identify everyone vulnerable to cold at least annually, possibly through a register of the most vulnerable, and home care staff should be equipped to check room temperature, medication stocks and food supplies on visits.
When a Cold-Health Alert is issued
Managers consult the action card for the alert level and make sure ice and snow are gritted or cleared from priority areas and routes. Heating maintenance is prioritised to keep rooms in use warm, and clients are offered other ways to keep warm, such as blankets.
Daily contacts or visits for vulnerable people should continue, home checks carried out on visits, and high-risk individuals actively monitored. Staff may struggle to get to work or be absent through respiratory illness, so business continuity plans may need to be used.
Who is most at risk from cold
The guidance lists people aged 65 and over, people with heart, circulation or respiratory conditions (in particular chronic obstructive pulmonary disease and childhood asthma), people with mental health conditions or learning and physical disabilities, young children, pregnant women and people on a low income.
Risk can be higher for people whose homes are hard to heat, for example with broken or draughty doors and windows, homes relying on storage heaters, or flats in high-rise blocks. Staff working in people's homes should know where to signpost clients for help with housing, energy bills and cost of living support.

Why is cold weather dangerous for people receiving care?
The guidance explains that cold increases the risk of complications from existing disease and of injury from falls. Cold exposure can also increase the risk of blood clots and lead to worse breathing problems, and in the longer term to depression and anxiety.
Why does carbon monoxide poisoning rise in winter?
People living at home are more likely to use cooking or heating systems that worsen indoor air quality, and less likely to ventilate. The public guidance recommends having appliances checked by a Gas Safe registered engineer and fitting a carbon monoxide alarm.
What are the typical signs of hypothermia?
Typical signs include shivering, slow breathing, tiredness or confusion, and pale, cold skin. The guidance advises contacting NHS 111 for assessment, or dialling 999 in an emergency.
Should social care staff be offered vaccination?
Yes. Managers are encouraged to promote COVID-19 and flu vaccination for both clients and staff to reduce respiratory infections over winter. Staff can check flu eligibility and book through occupational health, their pharmacy or their GP.
