From FAFSA to ISIR: the 2026-27 application window

The 2026-27 online FAFSA form was available to all applicants by October 1, 2025, after a limited beta test that began on August 8, 2025. Applications are accepted through June 30, 2027.

The FAFSA Processing System must receive online information by June 30, 2027, and a paper form must reach the processor by that same date. The Handbook states there are no exceptions: an online application received later will not be processed, and a late paper form is returned unprocessed.

Once processed, the results reach the student in a FAFSA Submission Summary and reach schools as an Institutional Student Information Record (ISIR).

How the Student Aid Index connects to the Pell Grant

The Student Aid Index (SAI) is the number that determines eligibility for certain types of federal aid, including Pell Grants. It is calculated from income, assets and family size, using one of three formulas: dependent students, independent students without dependents other than a spouse, and independent students with such dependents.

A student can qualify for a Pell Grant in three ways: a Maximum Pell Grant, a Minimum Pell Grant, or a calculated Pell Grant equal to the maximum award minus the SAI. Maximum Pell eligibility depends on whether the parents or student are required to file a federal tax return, and on adjusted gross income compared with the poverty guideline (for example, 175% or 225% depending on single parent status).

Starting with 2026-27, the foreign earned income exclusion is added to AGI when checking Maximum and Minimum Pell eligibility. Before this change, schools had to decide case by case, through professional judgment, whether to move that exclusion into AGI.

A student whose SAI is too high for a calculated award can still receive a Minimum Pell Grant under income tests. For a dependent student, the parent's AGI must not exceed 325% of the poverty guideline for a single parent, or 275% otherwise. Minimum Pell recipients keep their calculated SAI.

Verification: what a school may ask you to document

Applications selected for verification are placed in a tracking group. V1 (standard) covers items such as adjusted gross income, income earned from work, U.S. income tax paid and family size. V4 requires the student to verify identity. V5 combines both.

The FAFSA Submission Summary shows an asterisk next to the SAI when an application is selected. Schools may also select a student themselves, and those cases follow the same rules, deadlines and tolerances.

For identity, the student generally presents a valid, unexpired, government-issued photo ID. This can be done in person with an authorized school official, through a provider meeting the NIST IAL2 standard, or, when the student cannot appear in person, through a notary.

Repaying Direct Loans made on or after July 1, 2026

Borrowers with Direct Loans made on or after July 1, 2026 can choose between the Tiered Standard repayment plan and the new Repayment Assistance Plan (RAP). If they do not choose, the Tiered Standard plan is assigned.

Under RAP, a base payment is set from adjusted gross income, from a fixed annual amount at the lowest income band up to 10% of AGI above $100,000. The monthly payment is the base payment divided by 12, minus $50 for each dependent, with a $10 monthly minimum.

Borrowers in PAYE or ICR must move to another eligible plan before July 1, 2028. Public Service Loan Forgiveness still requires 120 qualifying monthly payments while working full time for a qualifying employer, and RAP counts as a qualifying plan.

Can a parent withdraw consent to share tax data after signing the FAFSA?

No. Once a contributor has given consent and approval for the use of federal tax information for a FAFSA cycle, it cannot be revoked for that cycle. Each student and required contributor must both give that consent and approval and sign the form.

Does tax information imported from the IRS still need to be verified?

Federal tax information transferred to the FAFSA through the FUTURE Act Direct Data Exchange (FA-DDX) is considered verified for Title IV purposes. Manually entered data, used when IRS data is unavailable or does not reflect the contributor's situation, is used in the SAI calculation instead.

What does an SAI of -1500 mean?

It is assigned to Maximum Pell recipients when the dependent student's parents, or the independent student and spouse, are not required to file a federal income tax return. Other Maximum Pell recipients receive an SAI of 0 or their calculated SAI, whichever is lower.

What counts as full-time work for Public Service Loan Forgiveness?

Generally a minimum average of 30 hours per week during the period being certified. Teachers and instructors with a contract of at least 8 months in a 12-month period are deemed full time if they work at least 30 hours per week during that period.

How long can it take to get loan forgiveness under the Repayment Assistance Plan?

The regulation requires 360 qualifying monthly payments, with participation in RAP and a final payment made under RAP before the remaining balance is cancelled.

If my application is selected for verification, does that apply to later corrections too?

Yes. Once the Department selects a FAFSA for verification, every subsequent transaction for that award year shows the student as selected. A school must also complete verification before using professional judgment to adjust values in the SAI calculation.
