Airworthiness review certificate (ARC) for light aircraft under Part-ML

To keep its airworthiness certificate valid, a Part-ML aircraft needs a periodic airworthiness review and an ARC (EASA Form 15c). Here is who can carry it out and what it covers.

Who may perform the review and issue the ARC

The ARC is valid for 1 year. It may be issued by the competent authority, an appropriately approved CAMO or CAO, or an approved maintenance organisation performing the 100-hour or annual inspection of the AMP. For aircraft operated under Part-NCO (and the equivalent balloon and sailplane cases), independent certifying staff can also issue it during that inspection, if they hold a Part-66 licence rated for the aircraft (or a national qualification where Part-66 does not apply) and an authorisation from the relevant authority.

A Part-66 holder may issue ARCs for aircraft registered in any Member State. Staff with only a national qualification are limited to aircraft registered in that State, and their ARCs are not mutually recognised if the aircraft moves to another State.

What the review checks

The reviewer examines the records: flying hours and cycles, flight manual status, completion of AMP maintenance, defects corrected or deferred in a controlled manner, airworthiness directives, modifications and repairs, life-limited parts, maintenance certification, mass and balance, type design conformity and, where required, the noise certificate.

A physical survey of the aircraft is also required, covering markings and placards, flight manual compliance, configuration and any unaddressed defect. The ARC is only issued once the review is complete and all findings are closed, and a copy goes to the State of registry within 10 days.

Frequently asked questions

Can my ARC be extended without a new review?

A CAMO or CAO may extend it up to two consecutive times, one year each, if it has managed the aircraft for the previous 12 months, the aircraft was maintained by approved organisations (including properly released pilot-owner tasks) and there is no reason to believe it is unairworthy.

Can the review be anticipated?

Yes, by up to 90 days without losing the review pattern, so that the physical survey can take place during a maintenance check. An extension may also be anticipated by up to 30 days.

When does an ARC become invalid?

When it is suspended or revoked, when the airworthiness certificate or the type certificate is suspended or revoked, or when the aircraft leaves the register of a Member State.

Can the review be subcontracted?

No. Airworthiness review tasks may not be subcontracted.
