Pilot-owner maintenance under Part-ML: what you may release yourself

Who qualifies as a pilot-owner

A pilot-owner must hold a valid pilot licence (or equivalent) issued or validated by a Member State for the aircraft type or class rating, and must own the aircraft, alone or jointly.

The owner must be one of the natural persons on the registration form, or a member of a non-profit recreational legal entity shown as owner or operator on the registration document. That member must be directly involved in the entity's decision-making and designated by it to carry out pilot-owner maintenance.

The pilot-owner may issue a CRS after limited pilot-owner maintenance only for aircraft operated under Part-NCO (or, for balloons and sailplanes, the equivalent non-commercial cases).

Tasks a pilot-owner may not release

The pilot-owner may carry out simple visual inspections or operations to check the general condition, obvious damage and normal operation of the airframe, engines, systems and components. A task may not be released by the pilot-owner if it is a critical maintenance task, needs removal of major components, follows an AD or an airworthiness limitation item (unless these specifically allow it), or requires special or calibrated tools other than a torque wrench or crimping tool.

Also excluded: tasks needing test equipment or special testing such as NDT, unscheduled special inspections such as a heavy-landing check, work on systems essential for IFR operations, complex tasks listed in Appendix III, and tasks forming part of the 100-hour or annual check. Less restrictive instructions in the AMP cannot override these limits.

Preparing the aircraft for flight as described in the flight manual, such as rigging sailplane wings or a preflight inspection, is not maintenance and needs no CRS.

Frequently asked questions

What must the pilot-owner's CRS contain?

It is entered in the logbooks and gives basic details of the work, the maintenance data used, the completion date, and the identity, signature and pilot licence number of the pilot-owner.

Do I have to tell my CAMO or CAO?

Yes, if a contract exists. The pilot-owner must inform the contracted CAMO or CAO no later than 30 days after completing the pilot-owner maintenance tasks.

Who releases the complex tasks I cannot sign off?

Complex maintenance tasks listed in Appendix III, such as certain structural repairs by riveting, bonding, laminating or welding, must be released by an approved maintenance organisation or by independent certifying staff.
