US exporters check the parties to a transaction against the Consolidated Screening List (CSL), which combines export screening lists from Commerce, State and the Treasury. Here is what the main lists mean and what a match requires.

What the main lists mean

The Denied Persons List names parties denied export privileges; dealings that would violate a denial order are prohibited. The Entity List names parties whose presence in a transaction can trigger additional license requirements.

The Unverified List covers end users BIS could not verify in earlier transactions, a red flag to resolve before going ahead. For parties on the Military End User List, a license is required for the items in supplement no. 2 to part 744.

Searching and handling a possible match

The CSL can be searched online, downloaded or queried through an API, with a fuzzy name search that scores near matches.

A possible match calls for additional due diligence before you proceed: there may be a strict prohibition, a license requirement or an end use review.

Is the CSL the official legal list?

It is a screening aid. Before acting on a match, check the official publication of restricted parties in the Federal Register and the lists kept by Commerce, State and the Treasury.

Does the CSL include State Department debarments?

Yes. It includes the AECA Debarred List of persons barred from taking part in the export of defense articles and services.
