Dates and covered industries
The directive was signed on May 29, 2025 and took effect on June 27, 2025. It supersedes CPL 03-00-022 of December 10, 2019 and terminates five years from its effective date.
Covered industries are listed by NAICS code in Appendix B, selected using OSHA inspection data for 2019 to 2023 and BLS data for 2019 to 2022. Machine Shops (332710) are on the list, alongside codes such as forging, metal stamping, precision turned products and sheet metal work.
What the inspection looks at
The scope covers all locations and practices concerning operation, servicing, maintenance, control of hazardous energy and machine guarding of machinery that can present amputation hazards. Inspectors evaluate exposures during setup, regular operation, clearing jams, adjustments while running, cleaning and oiling, and use employee interviews.
The scope may be expanded when there is evidence, such as entries on OSHA forms 300 and 301 or plain-view observations, that violations may exist elsewhere in the establishment.

Are small employers excluded?
Establishments with 10 or fewer employees whose primary NAICS code is on the Low-Hazard Industry Table of the Appropriations Act Directive should not be inspected under this NEP.
Can a complaint inspection turn into an NEP inspection?
Yes, at the Area Director's discretion, if the operations involve potential amputation exposures, the NAICS code is listed in Appendix B and the establishment is not exempt under the Appropriations Act.
Is there an outreach period before inspections?
Each Regional and Area Office must run a 90-day outreach program, focused on industries not targeted by the 2019 NEP, before compliance inspections begin for those industries.
Which standards does the NEP focus on?
The targeting methodology selected five standards linked to amputation hazards: 1910.147, 1910.212, 1910.213, 1910.217 and 1910.219.
